The changing interpretations of the flying geese model of economic development
The flying geese model, a theory of industrial development in latecomer economies, was developed in the 1930s by the Japanese economist Akamatsu Kaname (1896â1974). While rarely known in western countries, it is highly prominent in Japan and seen as the main economic theory underlying Japanâs economic assistance to developing countries. Akamatsuâs original interpretation of the flying geese model differs fundamentally from theories of western origin, such as the neoclassical model and Raymond Vernonâs product cycle theory. These differences include the roles of factors and linkages in economic development, the effects of demand and supply, as well as the dynamic and dialectical character of Akamatsuâs thinking. Later reformulations of the flying geese model, pioneered by Kojima Kiyoshi, attempt to combine aspects of Akamatsuâs theory with neoclassical thinking. This can be described as the âwesternizationâ of the flying geese model. It is this reformulated interpretation that has become popular in Japanâs political discourse, a process that might be explained by the change in Japanâs perspective from that of a developing to that of an advanced economy. The position taken by Japan in its recent controversy with the World Bank, however, shows that many basic elements of Akamatsuâs thinking are still highly influential within both Japanâs academia and its government and are therefore relevant for understanding current debates on development theory
Lionel Jospin : the French Tony Blair?
Die Wahlerfolge Tony Blairs in GroĂbritannien und Lionel Jospins in Frankreich, die sich innerhalb weniger Wochen im FrĂŒhsommer 1997 ereignet haben, gaben der Sozialdemokratie nicht nur in diesen LĂ€ndern, sondern in ganz Europa neuen Auftrieb. Im September 1998 konnte auch die deutsche Sozialdemokratie die Wahlen fĂŒr sich entscheiden. Diese Eregnisse scheinen die These vom âEnde des sozialdemokratischen Jahrhundertsâ (Dahrendorf) widerlegt zu haben. Zugleich haben sie Diskussionen darĂŒber ausgelöst, welche Möglichkeiten eine sozialdemokratische Politik an der Wende zu einem neuen Jahrtausend hat und welche Strategien fĂŒr sozialdemokratische Parteien auch in anderen LĂ€ndern erfolgreich sein können. Insbesondere in Deutschland werden Jospin und Blair als TrĂ€ger völlig unterschiedlicher, ja gegensĂ€tzlicher Trends oder Modelle der Sozialdemokratie gesehen........ Die vorliegende Arbeit konzentriert sich deshalb auf die programmatischen Ziele beider Politiker und auf die von ihnen angestrebten organisatorischen Reformen der Labour Party bzw. der Parti socialiste. Die tatsĂ€chliche Politik Tony Blairs und Lionel Jospins wurde hingegen nicht in die Untersuchung einbezogen, da sie â insbesondere im Falle Jospins â noch stĂ€rker als die von den Politikern vertretenen Positionen eine Folge unterschiedlicher politischer KrĂ€fte darstellt. Wie noch zu zeigen sein wird, besitzt Jospin 1997, als er zum Premierminister gewĂ€hlt wird, nicht mehr die Macht, seine Vorstellungen ohne gröĂere ZugestĂ€ndnisse an andere Strömungen in der Partei umzusetzen. Dies macht es praktisch unmöglich, zu unterscheiden, wann Jospin seine persönliche Auffassung darlegt, wann er als Parteivorsitzender die als KompromiĂ zwischen verschiedenen Strömungen entstandene Position vertritt und wann er als Regierungschef eine Meinung vertritt, die innerhalb der gesamten Regierungskoalition abgestimmt ist und gegebenenfalls die Positionen verschiedener gesellschaftlicher KrĂ€fte und sozialer Bewegungen in Rechnung stellen muĂ. Die von Jospin als Premierminister betriebene Politik ist daher nicht Gegenstand der vorliegenden Arbeit. Der Schwerpunkt der vorliegenden Arbeit liegt auf der Rolle, die Tony Blair und Lionel Jospin bei der Entwicklung der Labour Party bzw. der Parti socialiste in den neunziger Jahren spielen. Wie gezeigt werden wird, vertritt Jospin jedoch bis 1993 noch eine Position, die derjenigen Blairs in vielen Punkten direkt entgegengesetzt ist. Ab 1996 wiederum gerĂ€t Jospin unter so starken Druck oppositioneller Strömungen in der Parti socialiste, daĂ er â aus taktischen GrĂŒnden â Positionen vertritt, die sich oft stark von denjenigen Blairs unterscheiden. Blair hingegen hat bei seinem Wahlsieg 1997 seine innerparteiliche Position so stark gefestigt, daĂ seine Politik noch wesentlich marktwirtschaftlicher orientiert ist als viele der von ihm zuvor vertretenen Positionen erwarten lieĂen. Im Mittelpunkt des Vergleichs steht daher bei Jospin der Zeitraum von 1993 bis 1995, bei Tony Blair der Zeitraum von seiner Wahl zum Parteivorsitzenden 1994 bis zum Jahr 1996, in dem er den Begriff der âstakeholder societyâ, der spĂ€ter nĂ€her behandelt wird, immer stĂ€rker in den Hintergrund treten lĂ€Ăt. Dieser Zeitraum wird in der vorliegenden Arbeit auch als die âStakeholderPhaseâ Blairs bezeichnet....
Transmigration of polymorphnuclear neutrophils and monocytes through the human blood-cerebrospinal fluid barrier after bacterial infection in vitro
Background: Bacterial invasion through the blood-cerebrospinal fluid barrier (BCSFB) during bacterial meningitis causes secretion of proinflammatory cytokines/chemokines followed by the recruitment of leukocytes into the CNS. In this study, we analyzed the cellular and molecular mechanisms of polymorphonuclear neutrophil (PMN) and monocyte transepithelial transmigration (TM) across the BCSFB after bacterial infection. Methods: Using an inverted transwell filter system of human choroid plexus papilloma cells (HIBCPP), we studied leukocyte TM rates, the migration route by immunofluorescence, transmission electron microscopy and focused ion beam/scanning electron microscopy, the secretion of cytokines/chemokines by cytokine bead array and posttranslational modification of the signal regulatory protein (SIRP) α via western blot. Results: PMNs showed a significantly increased TM across HIBCPP after infection with wild-type Neisseria meningitidis (MC58). In contrast, a significantly decreased monocyte transmigration rate after bacterial infection of HIBCPP could be observed. Interestingly, in co-culture experiments with PMNs and monocytes, TM of monocytes was significantly enhanced. Analysis of paracellular permeability and transepithelial electrical resistance confirmed an intact barrier function during leukocyte TM. With the help of the different imaging techniques we could provide evidence for para- as well as for transcellular migrating leukocytes. Further analysis of secreted cytokines/chemokines showed a distinct pattern after stimulation and transmigration of PMNs and monocytes. Moreover, the transmembrane glycoprotein SIRPα was deglycosylated in monocytes, but not in PMNs, after bacterial infection. Conclusions: Our findings demonstrate that PMNs and monoctyes differentially migrate in a human BCSFB model after bacterial infection. Cytokines and chemokines as well as transmembrane proteins such as SIRPα may be involved in this process

Meshing Highly Regular Structures: The Case of Super Carbon Nanotubes of Arbitrary Order
Mesh generation is an important step in many numerical methods. We present the âHierarchical Graph Meshingâ (HGM) method as a novel approach to mesh generation, based on algebraic graph theory. The HGM method can be used to systematically construct configurations exhibiting multiple hierarchies and complex symmetry characteristics. The hierarchical description of structures provided by the HGM method can be exploited to increase the efficiency of multiscale and multigrid methods. In this paper, the HGM method is employed for the systematic construction of super carbon nanotubes of arbitrary order, which present a pertinent example of structurally and geometrically complex, yet highly regular, structures. The HGM algorithm is computationally efficient and exhibits good scaling characteristics. In particular, it scales linearly for super carbon nanotube structures and is working much faster than geometry-based methods employing neighborhood search algorithms. Its modular character makes it conducive to automatization. For the generation of a mesh, the information about the geometry of the structure in a given configuration is added in a way that relates geometric symmetries to structural symmetries. The intrinsically hierarchic description of the resulting mesh greatly reduces the effort of determining mesh hierarchies for multigrid and multiscale applications and helps to exploit symmetry-related methods in the mechanical analysis of complex structures
